This is Russian TV personality Elena Lenina and I have no idea WTF she did with her hair! It looks like some sort of big Butt Plug and she is just waiting for a giant to sit on her head. That hair is taller than Kid's Afro Fade from Kid n Play (Remember that dude? IF not, here is a picture below)
